The central element of the logo is the likeness of ((who is he? Penn, de la Warr, somebody else?)) in black, wearing iconic wig and hat, on a waving background of red and white stripes. This logo is made of blue, black, and red areas (same shades), reading "Delaware County" above, set in Palatino Lynotype (or very similar) and under it the word "Bicentennial" in a flowing callygraphic style, between two blue five-pointed stars, one point of each connecting to both ends of the scriptal line.
